This PR adds support for the optional max_file_size argument for GoogleDrive sources and should close #1250.
When set, it's enforced in both the list() and get_value() APIs.
Note
I closed PR #1262 because I messed up the commit history when resolving a conflict and wanted to make sure the work is squashed into one commit.
